Here is the information on restricting the root userid from being used on the CRED tab.

The resource class is ConfigurationControl

An example resource name is ‘Credential/server/ACE/ejmcommander/password/root’ Which would be the WCC server definition named ACE for the user ejmcommander to use the user root. Make the policy an explicit deny to prevent usage.

If you wanted all users to not be able to use root you could do something like ‘Credential/server/ACE/.*/password/root’ Just be sure to check off the use as regular expression check box.
