Can I install the TFS plugin on a client machine instead of directly on the TFS Server itself?

No, this is not possible. The plugin is designed to be installed only on the TFS server itself, thus it cannot be run from a client machine where TFS is not installed.
Additional Information
In older releases, such as version 4.1, the following message would appear if attempting to run the plugin from a client machine:
TFS is not installed on this machine. To simulate registry entry for TFS location set NOLIO_TFS_PACKAGES environmental variable.
In later versions, this message has been corrected to instead state the following:
Unable to find the TFS server running on this system. RA plugins can be configured only on system running with TFS server.
