The date/time format in the Infrastructure Manager Alarms Subconsole appear by default is mm/dd/yy hh:mm. If you need to see it in a different format please follow these steps:
Right click on any 'Time' column -> Properties.
You will be able to choose from several OOTB formats:
Should none of them be what you are looking for, working with variations of the following string can be helpful: %d/%m/%Y %H:%M:%S. This will return: dd/mm/yyy hh:mm. The changes have to be done on every column and on every IM in the infrastructure.
