To export/import EEM policies from one server to another:
Use the same option for 'safex' command as follow
safex -h <eem_servername> -u eiamadmin -p <eiam_password> -f WCC003-backup.xml
1) export prolicies from source EEM server into xml file
2) modify the xml file
3) import the modifed xml file to the destination EEM server
