If there is a set of programs that start with the same prefix, for example, programs XYZ, XYZ12, XYZ1234, etc, is there a way in CA Top Secret to secure only program XYZ and not the other programs with longer names (XYZ12, XYZ1234, etc)?

Yes. Define the program to CA Top Secret using the following command:

TSS ADD(#owner) PROGRAM('XYZ ')   

Note the space between the last character of the program name and the closing quote. 

For the acids that should have access to this program, it must be permitted using the following command:

TSS PER(#acid) PROGRAM('XYZ ')

Again, note the space between the last character of the program name and the closing quote.
