SOI Tech Tip: SOI Manager does not startup

The SOI Manager does not startup because the registry is locked. The SOI Manager debug web interface cannot connect to the SOI Manager.

 

We have created the Knowledge Base Article TEC1009755 with the steps to resolve this problem.
