Background

Due to Turkey’s decision to opt out of clock changes, the JRE configuration of RA components needs to be adjusted.  This is because all the RA components need to be synchronized.

Introduction

Turkey decided to switched from EET/EEST (+02/+03) to permanent +03, effective 2016-09-07.
New leap second 2016-12-31 23:59:60 UTC as per IERS Bulletin C 52. This will require to configure the respective RA component like Agents, Execution Server, Data Management Server running in Turkey time zone.
