Is there any possibility of a user with access to different functions having access to the app? Is this change planned for new implementations?

If you'd like to see the functionality changed to avoid this requirement, I'd suggest opening an Idea in the Communities to see if the functionality can be modified. I'm not currently aware of a way to bypass this.
