Login method webservice fails when it is launched from Service Desk, The responsebody logs show the error bellow:

ERROR / Issue:
java.net.ConnectException: Connection refused (Connection refused) when posting to http://<server>:8080/axis/services/USD_R11_WebService

Cause:
it is no connection to this server, Service Desk SOAP Web services (AXIS) is down.
Resolution:
1. Ensure that the Service Desk SOAP Web services (AXIS) are up and running by accessing the main page of the web services from some WS call.servicedesk_hostname:servicedesk_port/axis
