Archive Tapes should not be mounted if Data Sets are not restored because of PREALLOCn or VSPREDEFn

    Even if a NON VSAM data set is not restored because of PREALLOCn or a VSAM Data Set is

    not restored because of VSPREDEFn, the Archive tapes are mounted, causing an unnecessary overhead.

    Especially during RECOVER, if a lot of data sets already exists on DASD and should not be replaced.

    PREALLOCn or VSPREDEFn should be checked first and only if it is determined, that the data set

    does not exist and it actually will be restored, then the tapes should be mounted.
