The time zone setting should be required for SLA reports.

    There is an SLA time zone setting if you look under the Compliance Period section and simply click on the icon, but he is right - it is NOT mandatory/required to be set. Hence his argument is valid because once it was set, his SLAs started working, so it should be a required field.
