We need a way to have independent ref_num control/count per tenant on a multi-tenancy. This also needs to be extended to have the ref_num prefix / suffix to be set per tenant

Though I see this one a bit tricky and also wanted to stop the counter if the client raised a ticket but did not save in the end. May be this falls into another idea I guess
We also require ref_num prefix / suffix for each cr object ( Request / Incident / Problem )
