Enhance TMSRINIT with PARM=STATUS to detect if an actual TMSXTEND is in progress

    Enhance TMSRINIT with PARM=STATUS to detect if an actual TMSXTEND is in progress. If it detects that TMSXTEND is currently in progress, then issue a WTOR asking if the PARM=STATUS should be ignored and proceed as if a regular TMSRINIT (with no parameter) had been started. 

     

    The reason for this enhancement is that many clients have coded TMSRINIT with PARM=STATUS to test it and insure it it is defined correctly in SYS1.PROCLIB. And then they forget to remove the PARM=STATUS when they run it in production while TMSXTEND is in progress. The TMSRINIT with PARM=STATUS then ends, yet that CPU is never switched and eventually the TMSXTEND will abend.
