ADE should only sync needed packages

    When using the ADE to sync packages across archives in your environment, it will process every package even if it already exists on the slave. The ADE probe should perform a check first (MD5, SHA, etc) to see if the package already exists and then skip packages that already exist on the slave. This will reduce the amount of time it takes to sync and it will save bandwidth.
