What is the best way to have either NFA or CAPC to generate an email notifying that an interface has exceeded a predetermined threshold and within the email there is a link that would take the user to the Netflow details of that alert

You can configure Alerts in NFA's Admin->Alerts Page and set the Trap Destination to the IP Address of the NFA console, and these will be sent up to CAPC as laid out in the doc below:

Tech Tips:  How do I get alerts configured in NFA to show up in CAPC as Events?

At that point, in CAPC you can configure Notifications in the Admin->Notifications page, which uses Event Manager to send out Traps or email alerts as documented in the CAPC guide below:

Notifications - CA Performance Management - 2.5.0 - CA Wiki

I don't believe however there will be a URL generated to take to you to exactly what you are looking for.

No, the URL sent in the Notification email for that Event would not have a link back to NFA itself.

Though the URL in the Notification email from CAPC will contain a URL leading back to the CAPC system, for the element involved in the Event in the email.

Once that URL is launched and the user is logged into CAPC, NFA data can be observed in the appropriate CAPC Dashboards and Views, assuming NFA is a configured Data Source within CAPC.

If that is the case with an NFA Data Source configured in CAPC, a direct Netflow UI/View could be launched out of CAPC assuming the user logging into CAPC has permissions to do so for the NFA Data Source.
