1. No, Only resource manager will be able to allocate (if they have navigate right from other source)
2. yes, since RM has rights to do so
3. booking manager is really only used for requisitions
Here's some "research" for those interested:
The test manager and resource were blank users, no groups or any other rights so keep in mind you do need at least resource navigate to allocate.
Test manager set to Resource Manager
