If the problem persists open a support case, include:
From APM:
- Enterprise Manager logs
- screenshot of your SNMP Alert Action definition and alert definition
From Spectrum:
- screenshot of the Adminsitration > Wily Integration Configuration
- screenshot of the EM server universe > Component details panel
