I am not familiar with "SDP" but the Process Automation group will not likely be a good place to get this information, you will want to review the SDP documentation and determine if there is an API call that can be made to create a user, verify that works, for example using SoapUI, and then design your process to accomplish that result.

If this is for users in CA Process Automation, there is no API in PAM to create PAM users.  Those must be setup in EEM or your Directory server

If you can clarify what you are asking for we maybe able to provide more specific assistance.

Service Desk has a technical reference guide that comes with the documentation.  It contains a list of web services Service Desk has.  I looked quickly and I don't see a "create user" function but there is a "createobject" function that might allow you to do that.  Might be a question to post on the Service Desk communities.
