You will need to open a support case to request for 9.1 license.

The CAI agent files can be downloaded from your local Devtest portal once it is up & running

Rohan - The 7.5 and 9.1 license files are different. You will need to get a new license through the CA Licensing team for 9.1. If you are on maintenance, you will be issued one right away. Just give a call to customer care/licensing - https://support.ca.com/irj/portal/ContactUs

Once you get the 9.1 devtestlic.xml file, you can use it during the 9.1 install. IF you've already installed 9.1, follow these instructions to use your new devtestlic.xml How To: Insert BYOL License and Start Service Virtualization

Let me know if that works for you.
