its availability in prj_blb_slices with respect to slice request id=7 is only up to july 2017. 

while in prj_blb_slices_m_avl resource availability is there up to July 2018.

Slice details in prj_blb_slicerequest table for monthly availability slice:

Request_Name=MONTHLYRESOURCEAVAILCURVE

From_Date = 16-03-01

No of Period=60

Expiration Date= 17-04-01

Request_completed_date=17-03-23

to_date= 21-03-01

Please help to understand why this resource availability is not getting reflected in PRJ_BLB_SLICES table properly

You meant to go to the PPM not APM group. Saw this in passing. Moving. Please in the future place in teh correct Community else you will not get a timely answer

The monthly slice #7 is a roll up of the daily slice #1.

Check the Datamart Entity MONTHLY Fiscal Time periods are configured to go beyond July and are activated.

Then run the Datamart Extraction job.
