We have active 6.5, 7.0 and 8.0 implementations. All but one has told us they have stopped using MF IT Toolkit. Is there an obvious way to validate that we are not using it, like a gateway-into-IT module ?

On z/OS a common way to understand if a dataset is being used is to migrate it and use SMF to find out who recalled it afterwards. IBM Knowledge Center
Check how applications are compiled and link-edited. The Implementation Toolset is used to build applications. If they are not using it, the team must have another way of building their applications.
