We have restricted cost plan edit page but latter we came to know that we can grant access from project property page.We need to get the list of users who have been granted “Project – Cost Plan -Edit” and “Idea – Cost Plan – Edit” rights by adding resource to provide access to the project.

You can identity the users from the above query, who have access to Edit Cost Plan access rights, and remove them from the Admin side of the CA PPM on the UI under the Resources section. I would not advice deleting or removing anything on the DB.
now i have the list that i can remove. but my problem is how can i restrict user granting instance level access to other people through project. so i can avoid people granting access.
As an Admin, you will have to identify the other Admins that are present on the CA PPM tool and restrict them from granting such access to other users on this tool.

From administration we are restricting, but from project level people are granting access.
You will have to find out a way of restricting the Project Managers from granting such access rights to other users. May be provide the Project Managers with only access rights that they need on the Instance level and not on the Global level.
