Your profile was not set up correctly in our systems due to which you were getting this error. However, I made changes to your account and you should be able to access "My Cases" from your profile without any issues.
Addition to it, we checked your account and determined that your account is registered only for Basic access. To create cases, suggest you to upgrade your access to enterprise access.
