'Mixed Mode' timesheet approvals

Hi all.
Before I put too much time into this, I'd like to see if anyone does this already and/or what alternative ideas are out there.

Our implementation is IT in scope and we are expanding to another business area (department) soon. We do manager approvals of timesheets for IT and we'll setup the new department in this fashion. Both groups have a requirement to be able to request others have access to Clarity to staff to their projects. These users will not have a 'functional organization' in the tool, and the desire is for them to have the ability to log time. To keep it simple, we'd like to standardize on "Functional organizations (IT, Department A, Department B, etc) do manager approvals. Ancillary users automagically go to PMs approvals".

It's been 6 years since I've worked with the PM approval process and I remember not being a big fan. Does anyone run 'mixed mode' like this? Any other ideas on how to easily support these business use cases?
