Unable to view report in IE8

When I click submit report in Clarity, an IE window opens, and gives the same old 'Internet Explorer cannot display this page'.

The connections and ports are all fine. All the BIAR files have been imported into BO.

I have tried clearing the cookies, history, deleting addons, changing mode to compatibility for all websites. etc.

This seems to be a common problem in the community yet there is no particular solution to it.

How do I go about it?

I'm running:
Windows Server 2008 R2.
CA Clarity PPM 13.1
BusinessObjects BI XI 3.1

Edit: The report runs fine on Infoview.

Edit 2: The report URL runs fine from inside the server (where the BO is installed). However, it doesn't work in the Clarity server.
