If you want to use loadlists when runing an IDMS batch job under CV you need to associate the batch userid with a profile which specifies a LOADLIST.
The LOADLIST needs to point to an alternate dictionary and/or loadlib and also the test version number.

For example:

ADD LOADLIST TESTLOAD
DICTNAME IS TESTDICT VERSION IS 2
LOADLIB IS V0002.

In the JCL for the batch job you need to add a DD statement named V0002 pointing to the alternate library.

In addition, you need to code the USRPROF=(USER,ON) in the #SECRTT security module so that user profiles are executed in batch jobs:

#SECRTT TYPE=INITIAL,USRPROF=(USER,ON),
