Cannot Enable a TIM - can see Setup/Health just fine

Hello again all,

My next challenge appears to be in enabling a single TIM I have via the CEM web console.

I have created an entry in Setup/Monitors and I can connect to see the setup (via IP Address hyperlink) or health screens (Get Report).

When I select the TIM and hit the enable button I get the error:-
"Error: An updated configuration could not be sent to one or more of the selected Monitors. These monitors were not enabled."

As a reminder my environment is quite simple - A standalone v9.1.1 CEM server on Windows 2008 R2 with Postgres db, one v9.1.1 TIM appliance running on RHEL.

Firewalls have been opened (or so I'm advised) between server and TIM.
