Other Work Dates and Resource Allocations

I have a question about Other Work. Currently we set up Other Work to represent a calendar year for example 2013 Paid Time Off and the dates are set from 1/1/2013 to 12/31/2013. However, if a Resource Manager accidentally allocates their colleague to 12/31/2014 it will push out the date of the entire Other Work category. Is there a way to not have this happen?
