XOG Login Error on Test Environment - OnDemand

Following the OnDemand Portal Administration guide I was able to create and add a user. Under 'Manage Applications' I then I added this account to the development, production and test environments. This login works remotely with the XOG webclient using development and production, but does not work on test. I receive the following error on test. This doesn't make since because the username and password should be the same across all environments since I created it in the OnDemand Portal. My user has all XOG access rights in test.

I have an open ticket with support, but they seem to be stumped as well. I also crossposted this to the OnDemand board.
