XOG Login Error on Test Environment - OnDemand

Following the OnDemand Portal Administration guide I was able to create and add a user. Under 'Manage Applications' I then I added this account to the development, production and test environments. This login works remotely with the XOG webclient using development and production, but does not work on test. I receive the following error on test. This doesn't make since because the username and password should be the same across all environments since I created it in the OnDemand Portal. My user has all XOG access rights in test.

Here is the error:
<soapenv:Envelope xmlns:soapenv="http://schemas.xmlsoap.org/soap/envelope/">
  <soapenv:Header/>
  <soapenv:Body>
    <XOGOutput xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance"
xsi:noNamespaceSchemaLocation="../xsd/status.xsd">
      <Status elapsedTime="0.0 seconds" state="FAILURE"/>
      <Statistics failureRecords="0" insertedRecords="0"
totalNumberOfRecords="0" updatedRecords="0"/>
      <ErrorInformation>
        <Severity>FATAL</Severity>

Login Failure

        <Exception
type="com.niku.union.security.SecurityException">com.niku.union.secur
ity.SecurityInvalidLoginException: CMN-10011: Please enter a valid User Name
and Password. Note that the Password is case-sensitive.</Exception>
      </ErrorInformation>
    </XOGOutput>
  </soapenv:Body>
</soapenv:Envelope>
I have an open ticket with support, but they seem to be stumped as well. I also crossposted this to the OnDemand board.
