CSA  Updating issues

We are currently attempting an upgrade from our current version of Clarity (v12.1.1.8) to version 13.2

We've deployed the CSA, and have discovered that every time we make an update to the database configuration, and attempted to save, the CSA throws up a "INTERNAL SERVER ERROR -500" message, thus necessating manually editing the database portion of the properties.xml file.

I've verified that the JVM settings pertaining to UTF-8 , as well as the Coaltions settings at the database level, are set as proscribed in the install manual.

Does anyone else have other places we should be looking?
