I would go for 13.2 as the portfolio is completely redesigned and better in terms of performance. Apart from that few performance related bugs in 13.1 is resolved in 13.2.
Do we have any feedback from end user or Customer? The performance statistic are based on the testing done by CA.
The performance is very subjective and depends on customer set up, over all 13.2 is better and rest you can install on a sandbox and have a look.

You need to upgrade in a non-prod environment and then check the performance results.
You can request one from community but that is not feasible to do performance testing, so you need to set up your self.
To me a sandbox is separate installation for testing and playing which you can destroy and redeploy when needed.
That is typically used for testing funtionality. You can use that for performance testing, but if the hardware does not match your production environment the performance is only indicative.
You could install one on (VMWare) virtual machinge both application and database in the same box. The install would be the same as prodcution install of OS, app server, db server and BO. There are a number of tricks to get the BO properly installed so you migth skip that unless you specifically want to explore reports.
Clarity Global User Community has two sand boxes which were supposed to be upgrade to v13.2 on September 27th, but were not the last time I looked. They were v12.1 and v13.0
You can request loging for that, put there are posts since September that the posters have not got logins to Sandboxes or response of any sort.
Those sandboxes are not very good for performance testing because you do not have access to the system, operating system or database. You can measure to the response time, but you have nothing real to compare and you do not know what affects performance on those systems.
We are currenlty working to address the issues with the sandbox and the backlog of users. We also have reached the maximum number of allowable users. Please be patient.
Also in 5 weeks we have a new volunteer resource that will assist in the maintenance of the environment.
