access right to replace requisition

We've tried to remove the "hard book" access right from our Project Managers but there was some problems after that.

The project manager submitted a requisition to change a resource allocation. After the Project Manager accepts the requisitions proposed by the Resource Manager,  an error about permissions was generated by Clarity: "You do not have rights to perform the action".

I've understood that only Resource Managers should have the "hard book" access right. In our environment, only Resource Managers should have the capability of hard book a resource. What is wrong with our Clarity access rights?
