Best Practices question: Other Work...subcategories?

A request has been made to us to be able to sub-divide our Other Work investments into smaller buckets. For instance: We have an Other Work investment entitled "Incidents and Problems", against which Resource Managers allocation a percentage of their team members' time. Suppose these are global resources, and for tracking purposes, they would like to create subcategories, such as one per region. So if a team member was allocated say 75% of their total capacity to Incidents and Problems, via their time reporting against the subcategories, we can see the aggregate time on the investment as well as the individual regional breakdown. Essentially the same concept as WBS Tasks on a Project investment (However the Project investments are overkill and too much overhead for tracking this type of work).

To date we have been unable to find a good way to accomplish this. We have investigated some other features; perhaps Services, but have not yet found anything that seems well suited for this type of requirement. What are other people doing to accomodate this type of need?

(Yes we are aware we could use Clarity for Incident entry, however we have a separate robust ticket tracking tool for incidents. We are simply trying to use Clarity in this use case for Capacity Planning and time tracking)
