Have task with duration 1 day
ETC 20 hours with resource availability 8 hours
Is there any way how to reschedule duration of the task based on ETC - for this example to 3 days like its rescheduled in MSP?

I agree the unit of work effort should be irrelevant in this case.
I do get the same result in v13.3 when the resource has 100 % availability and allocation and no simultaneous assignments in the project.
This can be achieved using the Open Workbench (OWB). Once you open your CA Clarity Project on OWB, you can go to the Planning group and select the appropriate View within it that contains the field Duration (in number of days). You can update the duration field to 3 and can even select the desired loading pattern. You need to have the Project - Edit access right to make any changes within the OWB.

There is a way to personalize the WBS webpage of your CA Clarity PPM application to include the Duration field. Once done, you can Edit this page and add the Duration in number of days, include the ETC hours and can even update the Start Date and End Date of the Tasks assigned to the relevant Resources. However, you need to have the appropriate Admin Access Rights to do this. If you do this using OWB, it would be more simpler and as OWB is a free software tool that comes along with the CA Clarity PPM application, you can easily download and install it on your PC. If you donot want to calculate the duration yourself and manually set the dates there is the schedule in browser function.
However, that is all or nothing: it will recalculate the durations of all assignments and reschedule them.
Unlike OWB which has recalc functionality and also in the recent version partial autoschedule.

I have no problem to have all project recalculated but in my example I will create task with duration 1 day when I put there 1 resource with availability 8 and set for this task ETC to 20 I need as result of recalculation to have 3 days of duration for this task.
But after recalculation is task still 1 day dur.

What does that mean? How do you do recalcualtion in Clarity?
My understanding is that there is no recalc in Clarity, just schedule in browser all or nothing.

If I have a new assignment in v12 the duration looking at the dates is one day while the ETC is 3 days.
If I Autoschedule that in Clarity the duration will change into three days.
So that is not happening for you??????
Only one difference I have ETC in hours but I think it doesnt matter.
I did the tests on 13.2, 13.3 with the same results.
When I try it on 12.1 it works as expected.

Must be some "functional" difference - fixed dates at task level perhaps?

Allocation is the difference.
When we did it on testing environment there was resource in team but with 0% allocation.
When I change % of allocation then reschedulling change duration for task.
Based on % of allocation is changed duration - for 100% allocation its equal to ETC in days
