Workstation and Java Deployment Rule Set

I've been going crazy trying to get this to work, but has anyone had luck getting the workstation to launch while utilizing the new Deployment Rule Set for Java?  No matter what locations I put in, it still seems to drop to the catch-all (last rule) which I want to set as a block.

Here is what I currently have:
