v13.2 upgrade issue

Hi, We are trying to upgrade Clarity from v12.1.3 to v13.2 and we are facing below error during 13.0 install. Windows admin who is installing has confirmed that all the rights are givens on /clarity folder but not sure why error is coming. https://communities.ca.com/kbtech?docid=602370
