Query to find actuals by manager "hierarchy"

I performed quite a few searches on here and I did not find what I was seeking, so I apologize if this is indeed posted somewhere. I need some help getting started with trying to find actuals by resource based on the manager hierarchy.

Mr. VP = VP and has  3 Managers:  Mgr 1, Mgr 2 and Mgr 3 under him

Mr VP thus has 3 direct reports (and we will assume they log time)

Each Manager has 10 employees  : 5 contractors and 5 employees. All log time

Trying to find the relationship to get actuals logged by the lowest level resource at the VP level to show the VP, his direct reports and their direct reports' actuals. I have never seen this out of the box (we are 12.1, but have 13.3 in test and still don't see it with the Content or PMO packages), so is this possible? If so, any suggestions on how to jump start the query/ ( I have the simple queyr of showing resources and their associated manager).  Or, is there a better way to get it than through a query? We do not use business Objects.

Dont need details at the task level, just a summary of hours and perhaps by time period or be able to constrain on time period for the where clause.

Thanks in advance
