Resource Managment

I was just wondering if you put a project on hold, what is supposed to happen to the allocated resources of that project. What I would like to happen is that their allocations go back to showing they have some available time if ther are 100% or more allocated. That does not seem to be the case when a project is on hold. I have even set their tasks to that project to soft booked and unchecked open for time entry and nothing triggers that these resources now are available to work or be scheduled for something else. Any clue on why or is this just something that Clarity does? -_-?  Any help would be greatly appreciated.
