Admin console not working with Apache

siteminder v60. SP5

Currently I'm using Sun ONE web server and it works great.

I'm trying to get the admin console to work with Apache 2.0.55 and I get this error as its trying to load the administration applet:

"Unable to proceed. Failed to access configuration information"

What could be the problem ??? My apache access log shows:

[02/Dec/2010:16:16:55 -0500] "GET /sitemindercgi/smadmcgi.exe?jar HTTP/1.1" 200 373

NOTE: If I go into $NETE_PS_ROOT/admin and run the .exe, I get the same thing:

$./smadmcgi.exe
Status: 200 OK
Content-Type: text/html
