In OWB, when you allocate resources, the ETC is zero.
You need to right click on the resource, and then modify. Here, you can define the ETC, and also the loading pattern - Front / Uniform / Fixed...
Hope this helps ...

As NJ said, in OWB when you assign someone to a task no ETCs are automatically calculated/entered by the tool. (Note: when you assign someone to a task in Clarity, Clarity will take the duration of the task & the resource's allocation % to come up with an ETC.)
In our organization, I teach the users to assign resources in OWB so they are in total control of the ETCs assigned to that person on that given task. The easiest way to enter them in OWB is to create/adjust a view to show the resources assigned to the task (in the task area) & the resource ETCs in a column. As long as you use a load pattern of Front, Back, Control or Uniform...then you can just enter the number of ETCs in that column for each assigned person as you would in any Excel spreadsheet...type the number & hit the down arrow to go to the field below. (See column in picture below.)
If you use a load pattern of Fixed...you will must enter the ETCs in the appropriate day/week/month field of a time-scale portion of an OWB view (where you have ETCs set as time-scale). (See right side columns in a calendar format...this is where you would enter ETCs for a Fixed Load Pattern.)
If you have any other questions or would like more information on views, just say so. I have established many views for our organization to use.
