Resource Allocation set to ETC

I've been tooling around with the Resource Allocation in our system. Our direction has been to assign hours to tasks in MS Project and we will track the ETC for each project. However, many of the Resource Portlets reference the Allocation of resources (which is something we ignored). I've found that I can open each project>>Team>>More>> Allocate from Estimates. This makes the allocation look like the ETC. However, I am having to open every project in the system and update this individually.

1. Is there a Job that I can run to do this for all projects instead of opening each one individually?
2. By updating the Allocation to ETC, will the Allocation reports represent resource allocation correctly?

I'm seeing two allocation columns on each team. One that is showing 100% and the other with the Allocation from the ETC. I'm not sure what the difference is.

Any assistance with understanding these better is appreciated.
