I've a time-varying field where default work-unit is setup by Month & Hours. Now, Is there a way to lock-down old months so in Edit-Mode only current & future months could be modified?

Off hand can't think how you could set some of the values as read only while others are not.
Could a work around be a display condition which would display past values for admin etc only, on the outset that such a condition can be defined

Don't think that you can lock 'a part' of the time varying field.
One option would be to have another time varying attribute (which can be locked by process when created), and copy the original time varying field at the end of each month.
