business logic or logical attribute handler

Hi,

Seems the business logic handler can tell me when an attempt is made to create a user who already exists. It can throw an exception. My requirement is when userid = x exists then change userid to x+1 (or something like that) then try to add user and keep trying until duplicate not found. Should all that logic be put into a business logic handler or a logical attribute handler?
