Schedule Indicator on Program List Page

We are trying to understand what determines the color of the Schedule Indicator on the Program List page.
Schedule is a column that appears in our Program List page...near the far right side of the screen, right before ETC.

Currently, all our programs display the default (white) indicator for Schedule in this list page. (We are on version 12.1.)
I have played around with some of the plans, and I'm not able to get that indicator to ever change.
(See attached picture.)

I even looked around to see if I can determine what the mappings are, but I'm not able to find anything on this indicator.
I have looked on the Admin side - Project Object - Views - Fields...and the Schedule attribute is not displayed.
I have also looked on the App side - Program List Page - Configure - Fields...and still cannot see anything.

So, my questions are:
1) Is anyone able to get a color to appear for this indicator?
2) Does anyone know what the mapping/rules are for the indicator to change to green or yellow or red?
3) Does anyone know if there is something we need to set-up for this to work?
