R18 UCFTSO

Has anybody experienced the issue with UCFTSO on R18?
From the beginning of time till R17 it was possible to invoke UCFTSO very easily with a simple CLIST with a CALL to RHDCUCFT.
My example:

CONTROL NOMSG NOLIST
FREE F(SYSCTL)
CONTROL MSG
ALLOC F(SYSCTL) DA('CAI.GJR170.SYSCTL') SHR
CALL 'CAI.GJR170.LOADLIB(RHDCUCFT)'
FREE F(SYSCTL)
CONTROL MSG [color]

This is wonderful. It is concise and simple.

With R18 this works too.

Wonderful but it is R17 UCFTSO talking to R18.

This abends horribly.

With R18 that doesn't work. CA are telling me I have to STEPLIB it in TSO instead of calling it. See APAR RO30678.

That is perhaps OK in Prod but not in Test where I may be running several versions of IDMS on the same LPAR.

What are other people doing?
