CA Scheduler requires that CAIENF run with a database. This means that CAIENF must be started without the NODB option. If CAIENF is started with the NODB option, after Scheduler starts recovering ENF events , Scheduler loops displaying some or all of the following messages:

CAIENF r12 apar number RO32426 must be applied follows by Scheduler apar RO32704 to detect if CAIENF r12 is running with the NODB option, and issue the
following message:
CACM962 CA ENF RUNNING WITHOUT A DATABASE
Reason: CA ENF was started with the NODB option.
Action: CA Scheduler shuts down. CAIENF r12 and above must run
with a database (without the NODB option). An ENF database is required for CA Scheduler recovery processing.
