Attribute PRUSERTEXT1 of Task Object Read-only in GUI

A plea to anyone out there to whom this may be "obvious":

I cannot for the life of me figure out why the seeded attribute PRUSERTEXT1 of the TASK Object is READ_ONLY in the Clarity GUI!

I've checked the Attribute definition page for PRUSERTEXT1 in Clarity Studio and the Read-only checkbox is NOT checked. I've examined the contents of the table ODF_LOCKED_ATTRIBUTES and found no entries at all for the TASK object. The documentation seems to suggest that this is a text field that users may use for whatever purpose is desired, but that's tough if they can't enter data there through the regular Clarity GUI.

Queries against our database reveal to me that approximately 20% of all tasks in our system have data in that field. I'm pretty sure it got there either from the interface with MS Project or with Open Workbench.

Can anyone confirm (or refute) this? Is this mechanism mediated by entries in some database table? If so, which one? Help!
