How best to deploy Clarity in an IT environment

Is time tracking the key value-add (  WIIFM (What's in it for me?) )for an IT user for using Clarity? It seems to me that if you really want to accurately track your actual internal capital and expense spending, you have to use a time tracking tool that you can link to the specific tasks that the IT resource is doing (capital or expense tasks).  Portfolio and Project Management has lots of advantages:1) Better co-operation across IT, finance, executive management and operational departments2) A single, accurate version of the facts (resource management, forecasting, and reporting)3) Tighter alignment with organizational objectives4) Maximized portfolio value (can allow business to rank and pick projects they want to do)5) Increasey transparency and better decision making6) Better resource utilization - this is difficult to do though when you have bad estimations of need  The above are all executive level goals. They can only be acheived when the resource get the data into the tool. Is time tracking, or task tracking, the best way to get them to touch the tool?  Jim
