Incident Priority Change

I am using the Incideint module for  Service Requests. I created a custom field Priority which is a number field and the user is inputting the number(1,2.3.....)  for Priority. The requirement is that if the user changes the Priority for a Service Requests all other service requests  priority should change automatically.  No SR  can have the same priority. For example a SR has a Priority 5 and the user changes the Priority to 1 then all the SR's Priority should move automatically one down.  How can I do that in Clarity? Please let me know if someone has done it before.
