Actuate 9 Management Console will not launch/open

We are running Clarity 8.1fp3 and are trying to install Actuate 9 to replace Actuate 8. After the install is complete, we are not able to launch the http://localhost:9000/acadmin/login.jsp page. It takes a very long time and never actually launches. Any ideas or suggestions? I haven't found any errors in the Actuate logs.
